Yes! You can easily configure your site to operate as a "clip store/site" with or without recurring subscriptions. This is done in the content access settings for each piece of content that you upload (but can be bulk edited).

If you want to offer video downloads ("clip sales") exclusively for those without memberships, you would set content access for Others to "Locked".

Click the Edit button on content's the Access page:

Select Locked, and if you want to allow downloads check the appropriate boxes:
